We’re sad to relay yet another case of horrific animal abuse today, and it’s one of the worst we’ve seen in a while. Beijing chengguan (China’s notoriously power-hungry urban law enforcement officials with a track record for violence) reportedly beat and killed a dog in front of his horrified foreign owner on Saturday morning. The reason? The Briton “did not have registration papers for his pet,” according to The New York Times.
